Billboard JAPAN Hot 100の6指標（ラジオ、CD、ダウンロード、ストリーミング、MV、カラオケ）およびTop User Generated Songsのいずれかの指標でランクインした各指標300位の総合週次チャートを作成し、上位300位を選定。 そのチャートに入ったアーティストの中から、Billboard JAPAN Heatseekers Songsルールに準じて抽出した作品のアーティストをエントリーアーティストとする。

国内投票メンバー全員が投票するものとする。

エントリーアーティストの中から2〜5アーティストに投票するものとする。

国内外投票メンバー全員が投票するものとする。
（海外投票メンバーは最終投票のみとする。）

ノミネートアーティストの中から最大3アーティストに順位を付けて投票するものとする。（1位4pt、2位2pt、3位1pt）
